L'Università Campus Bio-Medico di Roma signed a memorandum of understanding with the Department of Public Function of the Presidency of the Council of Ministers as part of the PA 110 cum laude initiative aimed at strengthening the knowledge and skills of public personnel. Public Administration employees have post-graduate, master's and specialization courses available UCBM ad a discounted price. Furthermore, the Department of Public Function may provide for a refund of part of the fee paid.

Employee training is a pillar of any skills-focused strategy: reskilling (i.e. developing new skills that are more in line with the new challenges of Public Administration) and upskillsing (expand one's skills so as to be able to grow and professionalize one's contribution) take on even more importance in the PA, given the challenges that await it in the scenario of the National Recovery and Resilience Plan.

With the "PA 110 e lode" project, the Minister for Public Administration, Renato Brunetta, and the Minister for University and Research, Maria Cristina Messa, want to allow all public employees who wish to do so to take advantage of an incentive for the access to tertiary education: undergraduate, postgraduate and master's programmes.
