Lectio Magistralis by the President of the Istituto Superiore di Sanità who presented unpublished data from the Health Observatory on inequalities in the Italian regions. Governor Zingaretti: "Deficit reduced from 2 billion eight years ago to 150 million in 2016. Campus Bio-Medico top facility in Lazio"

Rome, 16 November 2016 - TheUniversità Campus Bio-Medico di Roma officially opened his today 24th academic year. An inauguration, underlined the President of UCBM, Felice Barela, which kicks off three years with the newly renewed Board of Directors and with the address of "confirm and consolidate the basic orientation that has been summarized, in the past three years, in the expression: 'more quality, more person'". So, Barela provided some numbers that give a sense of the development process that continues to characterize the University: over 1.700 people employed, with an average age of less than 40 and more than 60 percent women; approximately 4 thousand students in the various curricular and extra-curricular courses; over a million outpatient services provided by the University Hospital, an integral part of the University and called to "reconfirmation of accreditation Joint Commission International, scheduled for next spring three years after the first certification".
Among the most significant interventions, that of Walter ricciardi, President of the Higher Institute of Health. In its Lectio Magistralis previewed i 'shock' numbers from the National Health Observatory of the Italian regions, which he founded in 2002, related to the increase in inequalities in terms of health protection of Italians in the last 15 years. Data that show, as Ricciardi underlined, how the level of life expectancy “in the South it has progressively decreased, to the point of losing all the gains accrued from the immediate post-war period of the Second World War, with Campania and Sicily on values today equal to those of Bulgaria and Romania respectively, while the citizens of Marche and Trento face to itself the same years of life as the Swedes”. The denunciation starts from what he himself defines as the "bitter fruits of the pushed and non-solidarity healthcare federalism of recent years".
"By now in Campania and Sicily there is a life expectancy at birth of 4 years lower than in Trento and the Marches, but while the risk factors for our health remain homogeneously distributed throughout the national territory, the availability and access to health services – explains Ricciardi – penalize citizens of the South and central regions in the return plan". "Cancer screenings, for example, cover almost the entire population in Lombardy, but just 30 percent of residents in Calabria. Multiply this by the various health care and prevention functions and we will have the reversal to the detriment of the South and part of the Center of these years, after that for over forty years the country had uniformly gained an average of 2 months of life a year”, remarks the President of the ISS. “However, let it not be said that everything depends on the lack of resources - adds - because what makes the difference is instead the ability to organize healthcare in the area, given that in regions such as Lazio and Puglia life expectancy drops while spending remains stable, on the contrary of the Northern Regions, where a containment of expenses has been matched by an increase in the same life expectancy". A trend that is also confirmed by looking at another indicator, that of avoidable mortality, which according to the Observatory data decreases in the North, remains stable in the Centre, but increases decidedly in the South, with peaks of more than 20 percent in Campania since 2001. Even mortality in the strict sense is higher in the South and not because there is a greater incidence of diseases compared to the rest of the country, so much so that in the North, for example, there are more cases of breast cancer, which makes however, more deaths in the South. A trend that the data shown by Ricciardi atUniversità Campus Bio-Medico di Roma are inversely proportional to the spending trend.
"The data show that the responsibility attributed to the Regions in the field of health has ended up creating 21 different trends, penalizing those who have not been able to place this managerial power at the service of the patients”, comments Ricciardi. Which in the future sees a further gapping of the gap "if the amendment to Title V of the Constitution does not pass, which in addition to clearing the field of the misunderstandings of concurrent legislation allows the State to intervene when things do not go well for citizens, thanks to the 'safeguard clause', to restore a homogeneity of offer and accessibility to health services, bridging the gap between supply and demand”. Gap for Ricciardi destined in itself to increase, given that "the greater availability of resources envisaged by the Stability Law is not able to keep pace with the growth of health needs in our country”. The Observatory data show, moreover, that in the South and more generally in the Regions in the plan for the return of health personnel and funding are more scarce than elsewhere. “E without a rebalancing intervention by the central State – concludes Ricciardi – for 34 million Italian citizens, healthcare supply and health conditions are destined to worsen further. Accentuating the differences with the rest of the country".
On the front of academic training and research aimed at employment and human development, in the Rector's opening speech, Prof. Andrea Onetti Muda, was placed what he himself defines "a small criticism of the current university governance system”. That is to say "lschizophrenic attitude of some managers of public affairs”, for which “on the one hand there is an increasing attempt to depersonalize the selection and evaluation criteria, favoring the identification of measurable, objective parameters", while "on the other, however, the importance of emotional and cognitive involvement in training activities is exalted”. Regarding the programmatic lines of the University, the Rector underlines the need to "cultivate and develop all those 'soft' skills which have the characteristic of being useful in any type of work”. So, the nod to “one of the peculiar characteristics of our university: what I like to call the open door policy, i.e. the direct and personal relationship between teachers and students, the continuous possibility of discussion and dialogue”. Maybe that's also why To date, the University has 21 professors among Top Italian Scientists. As for student satisfaction, 77 per cent are in progress, 96 per cent say they are satisfied with their university experience, 86 per cent would enroll again in their degree program and 75 per cent of master's graduates find a job one year after graduation.
The speech of the President of the Lazio Region, Nicola Zingaretti, referred instead to the signs of improvement in the quality of regional healthcare, materialized for example by the abolition, starting from January 2017, of the health care ticket, by the greater support for scientific research and by the virtuous reorganization of the territorial healthcare networks, which made it possible to reduce the deficitwhich eight years ago was 2 billion euros out of a budget of 10, while at the end of 2016 it will reach around 150 million"."In the work that we have been starting for three years, of great meritocratic selection of performances – underlines Zingaretti – and therefore the evaluation of all the institutes with the system It prevails over the quality of care indexes, which must be understood and disseminated in order to always stimulate everyone to do better, among the 14 large hospitals in our Region, based on ratings, Campus Bio-Medico is revealed, not for pats on the back or out of friendship, but for evaluation criteria made by third parties, as one of the best hospitals in our Region. Also thanks to these results of yours, Lazio can now make it and look to the future with serenity and hope".
The Prolusion, this year, was delivered by Prof. Vincenzo Di Lazzaro, Professor of Neurology at the University, who spoke about new neurological frontiers opened up by Electroceutics, a line of research that 'imitates', in some way, the activity hackers perform with computer systems, but does so by trying to reprogram the functionality of the nervous system in the presence of pathologies. "A very ambitious project – emphasizes the teacher – since the goal is not only to cure diseases of the nervous system, but also those of all the systems connected to it through an activation of the nerve fibers that control the various organs”. Among these: migraine, epilepsy, tinnitus, consequences of stroke, but also depression, pain, heart failure, rheumatoid arthritis and even obesity. The new scenarios traced by Di Lazzaro will also be made possible by the discovery and use of magnetic nanoparticles and optogenetics, which "will soon make it possible to implement wireless stimulation modalities that do not require electrodes to be implanted in the brain".
