On the other hand, the President of the Higher Institute of Health, Walter Ricciardi, illustrated the alarming data of the National Observatory on the health of the Italian regions: a picture that has highlighted the increase in inequalities between the various regions in terms of protecting the health of Italians. In fact, it emerges how the level of life expectancy in the South is "progressively decreased, to the point of losing all the gains accrued from the immediate post-war period of the Second World War, with Campania and Sicily on values ​​today equal to those of Bulgaria and Romania respectively, while the citizens of Marche and Trento have before them the same years of life as the Swedes”. The same trend also for the indicator of avoidable mortality which decreases in the North, is stable in the Center while it increases decisively in the South, with peaks of 20% more in Campania since 2001. The data of the Observatory show, moreover, that in the South and more generally in the regions with a recovery plan, health personnel and funding are more scarce than elsewhere. “And without a rebalancing intervention by the central state – concludes Ricciardi – for 34 million Italian citizens, healthcare supply and health conditions are destined to worsen further”.

In his opening speech, the Rector UCBM, Andrea Onetti Muda, instead fixed his gaze on academic training, emphasizing the need for "cultivate and make grow all those 'soft' skills that have the characteristic of being useful in any type of work". The invitation, addressed to the approximately 400 freshmen present in the Aula Magna, is to develop an autonomous capacity for judgment and a critical sense, to “reasoning with your own head without ever taking anything for granted”, keeping in mind that "each of us, within the academic community, can make a contribution".

An inauguration, underlined the President UCBM, Felice Barela, which kicks off a three-year period with the newly renewed BoD and with the address of "confirm and consolidate the basic orientation summarized, in the past three years, in the expression: 'more quality, more person'". Then, Barela has provided some numbers that give a sense of the development process that continues to characterize the University: over 1.700 people employed, with an average age of less than 40 and more than 60 percent women; approximately 4 thousand students in the various curricular and extra-curricular courses; over a million outpatient services provided by the University Hospital, an integral part of the University and called to "reconfirmation of the Joint Commission International accreditation, scheduled for next spring three years after the first certification".

The theme of the new frontiers opened up by electroceutics was at the center of the inaugural address, this year entrusted to prof. Vincenzo Di LazzaroProfessor of Neurology. A speech that illustrated the avant-garde lines of research based on the reprogramming of the nervous system through electrical stimulation, paving the way for therapeutic pathways for pathologies such as Alzheimer's, depression, heart failure, migraines.

Among the speakers of the day also Cristina Madaudo, president of the Student Council, who in a passionate speech spoke of the humanity of the medical profession as one of the fundamental dimensions of training in UCBM.
